The article presents an analytical review on the problem of inclusive education at its various stages, including professional education in higher education institutions. The article analyzes the history of the issue, its current state and the urgent tasks for the implementation of the model of inclusive education for persons with restricted physical abilities (RPhA) in the Russian Federation.

The article considers a number of international laws and laws of the Russian Federation on education, guaranteeing equal conditions for education for all citizens. Inclusive education - as the most effective and humane - contributes to the process of secondary socialization of young people with RPhA, as well as the development of moral qualities of young people who do not have such characteristics.
